We need to ensure that new development is coupled with appropriate and timely investment in supporting infrastructure. As part of this commitment, we are looking to recruit a Senior Infrastructure Delivery Officer who will have primary responsibility for the management, monitoring and implementation of developer contributions at West Oxfordshire District Council including Section 106 (S106) legal agreements and (subject to implementation) the Community Infrastructure Levy (CIL).

About the role…

This new role provides an opportunity to help monitor and facilitate the delivery of infrastructure projects related to legal agreements attached to planning permissions. You will be responsible for the management, monitoring and implementation of developer contributions and will be required to process, collect and distribute these to deliver infrastructure planning priorities. Subject to implementation, you will take forward, review and up-date CIL Charging Schedules and (related documents).

You will also prepare the Council’s Annual Infrastructure Funding Statement (IFS) and ensure an up-to-date and robust infrastructure evidence base is maintained to underpin planning policies and strategies including overseeing any future updates of the West Oxfordshire Infrastructure Delivery Plan (IDP).

The post sits within our Planning Policy Team and we are looking for a team player who is able to operate in a cross team/ authority environment. You will work closely with other team members and various service areas (e.g. development management, finance and legal services) to ensure that developer contributions are secured to deliver community benefit in accordance with the regulations. You will also be able to work with minimum supervision and be confident in liaising on behalf of the Council with developers and partner organisations such as parish/ town councils.

If you have the ability to assimilate and rationalise complex information, which requires detailed knowledge and understanding in a specialist discipline, have excellent written and verbal communication skills and have excellent time management, then we would love to hear from you.  We recognise that an appropriate candidate may have either a mainly planning/ finance/ legal background but would also have experience of working with the public sector and a general understanding of the planning and development management process.

This is a new role which will focus on West Oxfordshire, although there may also be a need to work at other Publica partner local authorities to meet business needs as identified in the job description/ person specification.

You will need…

  • Relevant professional qualification (e.g. Town Planning, Finance, Audit, Legal, etc.) or equivalent; or working towards a relevant qualification
  • Membership/ working towards/ eligible for admission to a relevant professional body e.g.: RTPI, RICS, CIPFA, AAT, IRRV, CILEx
  • GCSEs (5 A to Cs / Levels 9 to 4) or equivalent, including Maths and English
  • Proven experience in a town planning, financial, data, audit, legal or related role
  • Experienced in the use of Microsoft and/or Google software
  • Proven experience of using complex public sector software, ideally Idox EDRMS, Idox Uniform and Exacom
