West Oxfordshire District Council has prepared an ambitious Local Recovery Plan to support our local economy and town centres, alongside action to strengthen local communities and on climate and nature. We are determined to tackle the economic challenges facing us and ‘build back better’ as the district recovers from the impacts of the pandemic.
About the role…
We are searching for a dynamic and positive Market Towns Officer to assist in West Oxfordshire District Council’s COVID recovery plan.
The Market Towns Officer is a new role that will lead the work to help our towns recover for the future, not just from COVID but from the effects of changing retail patterns too. You will facilitate and lead external meetings with town councils, businesses and other stakeholders to develop ‘Town Plans’ for the market towns in West Oxfordshire. You will lead, monitor progress and report on the delivery of projects as well as scanning for potential government initiatives and grant funding opportunities.
Part of the role will be to work with other business facing teams at the Council to ensure a joined up approach to helping town centre businesses and work with external partners including the Local Enterprise Partnership as appropriate.

Four partner Councils (West Oxfordshire District Council, Cheltenham Borough Council, Forest of Dean District Council and Cotswold District Council) have created Publica Group Ltd to deliver more efficient and improved services. You will need…
- Degree or equivalent in an appropriate subject or relevant experience of five years
- Experience of being involved in continuously improving services and developing solutions to meet customer needs
- Experience managing and delivering projects
- Experience working with different groups of stakeholders to resolve complex issues
- Deliver commitments and take ownership of own caseload, reshaping of plans to deliver required outcomes
- Experience of economic development and working with town centres would be an advantage
- Use of a car for work purposes
